近代イギリス通貨政策関係資料

1797年、 恐慌下のイギリスではフランス軍侵入の流言によりイングランド銀行への取付が生じ、 議会は銀行券の正貨（金）への兌換の停止を命じた。 このときから、銀行制限時代 Bank restriction period とよばれる期間が1821年の兌換再開まで続き、 この間に生じた銀行券発行高激増、 金市場価格高騰、外国為替相場下落、物価上昇などの現象は、 地金論争とよばれる、 イングランド銀行の通貨政策の是非を問う論争をひきおこした。

ニューカースル銀行が破綻した1797年2月20日から間もない2月25日、 London Gazette Extraordinary は、 フランスのフリゲート艦から少数の部隊がウェールズのフィッシュガードに上陸したと報じ、パニックが生じた。 首相ピットはウィンザー宮に滞在していた国王 (George III) へ、 翌日ロンドンへ帰り枢密院会議を召集することを要請する信書を送った。 8名からなる枢密院会議では、 この件に関する議会の意向が明らかになり適切な措置がとられるまでイングランド銀行は正貨の支払いを禁止するという命令を通告することが満場一致で同意された。

この命令の公布に際しイングランド銀行は、 イングランド銀行の一般的経営状況は最も良好な状態にあり銀行券の安全性への疑念は取り除かれる、 銀行券による割引と配当も引き続き行われる、という旨の前文を付している。

この資料は、この命令が Phoenix Fire Office から Leek (Staffordshire) の代理店へ送付されたもので、H.A. Hardy のサインのある書状が添付されている。

この後5月3日に、銀行制限条例 Bank Restriction Act は議会で議決された。

ベアリング商会の設立者であり東インド会社の理事や下院議員も務めた Francis Baring によるこの著書では、 正貨支払い停止となり対仏戦争も継続している現段階における対策として、 イングランド銀行券を法貨とし、 イングランド銀行の政府からの独立を維持した上で、 その銀行券の流通量を限定することを提言している。 また、投資により準備金が少なく、取り付けに対応できない地方銀行に対する規制 （すぐに換金できる地方銀行の銀行券の発行の禁止）についても言及している。
同年に第２版が出版されている。

「あるイギリス人」の名で書かれたこのビラでは、 ニューカースルにおける銀行券の忌避は公的信用の基盤への打撃となり、 このことは目下の敵（革命下のフランス）を利することになると訴えている。
