“On the Political Economic Approarch to Pollution and Environmental Issues: —Focussing on the Works by Professor Shigeto Tsuru—”

This paper aims to reconsider on the characters and signifiicances of the political economic approarch to the pollution and environmental issues with focuss on the works by Professor Shigeto Tsuru. In this paper I shows that Prof. Tsuru's approarch has multiple perspectives as the followings; attaching importance to (1) realistic analysis, (2) historical analysis, (3) interdisciplinary cooperation for research, (4) international cooperation and mutual exchange information among academic researchers, experts and citizens including victims, (5) a unique methodology based on the distinction between ‘the real (or physical) aspect’ (“value in use”) and ‘the value (or institutional) aspect’ (“value in exchange”), (6) improvement of human well-being (‘quality of human life’), (7) establishment of the environmental rights, the environmental responsibilites, and the burden rule of ‘environmental costs’, (8) movement of citizens including victims, and also advocation of a new social norm including a new life-style.
