Marshall was very keep on the Britain's industrial leadership, which was faced with the rise of large-scale business organizations in Germany and the United States. In the analysis of industrial organization, he tended to emphasize external economy rather than internal economy ; and for business management, the non-specialized ability of individual entrepreneurs was more important than the skills of salaried managers. Marshall's positive views on 'automatically specialized organization' or industrial district based on strong individuality and constructive cooperation of small businesses, seem very worthy viewpoints to be revisited in considering the experience of the 1980s and 1990s.
