This paper deals with issues of international environmental agreements ranging from cross-national to truly global ones. It is confined that each agreement is a succession of resorting to a 'no regret policy' is showed in the case of global warming and it is alleged that from a game-theoretic viewpoint there are a great deal of advantages in coming to agreements within shorter period, even for provisional accords.
