本稿は金融班＊のアジア経済統計の推計方法について斑の会合で配布したメモをとりまとめたものである。
以下§１では、推計研究の計画概要を、§２では、推計作業（基本系列推計）の例示として、インドネシアのケースについては主要系列の推計方法の概略を記す。
＊正しくは金融財政班であるが、このチームでは財政データは、金融・通貨現象に関係あるものに限って取り扱うことにしているので、通称にしたがって金融班とよぶことにする。
§１ 金融班の推計研究計画
対象国と担当者は次のようである。

作成にあたっては，1995〜96年度 基礎データの推計・1997〜98年度 制度史、分析という大まかな時期の区分を行う。基礎データのうち下記で言う基本系列については1997年秋頃を目途に各国別ＤＰを作成する。
期間は（日本の戦前を別として）WWII以降（あるいは初期値とするにふさわしい戦前期の一時期）1990年頃までとする。
推計すべき系列は基本系列と応用系列からなる。基本系列はミニマム・エッセンシャルズであって上記１０ヶ国全てについて横ならび的にそろえるものとする。応用系列は各国の担当者の分析上の必要に応じて推計する。
推計時点は原則として各年末（年末がだめなばあいは、翌年３月値）とする。資料が欠落しているばあいは無理な推定を行わず、分析時点で対処するものとする。

1961年が欠落かつ1962ー67年のデータがかなり弱いことが問題。1970年までは目的別分類、それ以前は形式別分類による。カバレッジは1967年以前が弱い。特に、1962ー67年は other foreign exchange banks のみであり、無理な推計も行わざるをえなかった。1966年以前は、一部では推計を用いて主要な state banks,foreignbanks, private national banks の数字を大体おさえてある。ただし、saving bank のとり扱いについては1969年以前は十分なデータがえられないので別立てでとり扱うこととする。十分なデータがえられた段階で deposit money bank の中に加えることが適切であろう。
(1) 1970ー1989年
方針: この時期の deposit money banks のデータとしては Bank Indonesia の annual report のデータとSYI, SPI のデータがある。前者は state bank,private national bank, foreign bank (および regional development bank)に分類したデータであるが、項目の分類が金融 instrumentsの形式別であって目的別（たとえば対政府、対民間資金供給別）ではない。目的別の分類をとっている後者を採用。

方針: ここでdeposit money banks とは state commercial banks, national private banks およびforeign banks の合計である。（いまSYI(1980-81)のp.550 Table IX.2.5 について Claims on Official Entities and Public Enterprises＋Claim on Private Enterpries and Individuals の Loan を求めるとTable IX.2.7における上記の３つの銀行のルピア建および外貨建の bank creditの合計値にほぼ一致する。
特に1977年については 2,707,198(百万ルピア）となりピッタリ一致する。なおこのことから bank credit の表の credit は対政府および対民間信用の合計値であることがわかる。
ちなみに、Nastion (1983) pp.64-65 にこれらの詳しい内訳がでている。これによればstate banks には7行のいわゆる state banks の他に regional development banksが、また private national banks に10 foreign ex-change bank に加えてnational non-foreign exchange banks, cooporative commercial banks, private saving banks および private development banksが含まれる。またforegin banks にはjoint venture banks が含まれ る。

方針: いわゆる形式別分類による。この表には1968−70の state banks, nationl private bank, foreign banks 別の主要項目がでている。Nationaol privat banks には local development および BAPINDO(1970年3月より）を含むとの注記あり。private development bank と saving banks が含まれているか否かは不明（資料p.31をみよ）。

方針: 最もカバレッジと信頼性の低い期間である。上記資料には Bank Indonesia とother foreign exchange banks のcombined B/Sであり、しかも主要項目しかない。また、state banks, private national banks などのデータは入手可能でない。
明らかにBank Indonesiaのみにかかわる項目はとり除き、２つの銀行の和になっていると思われる項目からは、別途得られる Bank Indonesia の数字を差し引いて other foreign exchange banks の計数とする。また Bank Indonesia側の数字からわかるものはそれを利用する。

方針： Bank Indonesia と預金銀行のcombined B/Sとなっている。しかしよくみると数字は別立てで下段のデータは Bank Indonesia のbanking depart-ment の数字である。それゆえ上段のデータを預金銀行のものと考えることができる。預金銀行のカバレッジは1959-60年 Bank Negara Indonesia and other 11 foreign exchange banks1954-58年 Bank Negara Indonesia, Bank Rakjat Indonesia and 11foreign exchange banks (1954は10 foreign exchange banks)である。
この他、1954-59年については 20 major national private bank のcredit の数値があり、また1957-60年について Bank Koperasi Tani Dan Nelajan （すなわち Bank Rakjat Indonesia)のTotal loan の数字があるのでこれらを計上し負債面にも同額を計上する。1960年の major national private banks の credit は1959年と同一値を計上する。

方針： 資料のTable 18 からBank Indonesia とBank Negara Indonesia, Bank Industri Negara and seven foreign private banks of combined B/S がえられる。この上段の部分が Bank Indoneisa (banking department)を除いた数字であると考えられる。p.67から Bank Rakjat Indonesia の Total loan, p.69 から20 national private bank の主要項目がわかる。後者はそのまま他行とあわせて計上する。Bank Rakjat Indonesia については、total loan と同額を負債別の1-L-13に計上する。

(6) 1969年以前の saving banks について
Saving banks は deposit money bank の一部であるが[1] Deposit Money Bankの推計では1969年以前十分にカバーされていない（正確には1968ー69はカバーされているか否か不明。それ以前はカバーされていない）。
Saving bank のうち state saving bank の data は（預金だけ）SDI(1968/69) p.353に1968年記の長期系列がある。またSPI(1974/75) pp.416-417 に state および private をあわせた詳しいB/S がでている。ただし、1970ー74 の期間のみである。初期の state および private 両方をカバーする数字としては、BI annual report(1953/54) p.71 および BI annual report (1958/59) p.124 に1958年までの数字があるのみである。
将来もっと完全なデータがでてきた段階で saving banks の数字を deposit money banks に追加することが考えられる。
方針： Bank Indonesia の annual report 各年号の appendix にB/Sがあるが、これは３月まである。各年について翌年の３月末値をその年末値とみなして収録する。ただし1955ー60年、1964ー72年の期間はSPIによっているが、これは年末値になっている。
1961-63年の間は資料が available でない。また annual report でも1987年値すなわち1988年3月末日値および1976年値すなわち1977年3月末日値のB/Sは何故か欠落している。1987年値は報告されなかったものと思われるが、1976年値はマイクロの焼き付けの不手際か何かの理由によるものと思われる。（チェック必要）。

1973年3月末版のBI annual report p.29 に PT Indonesia Development にlicence が与えられたことが記載されている。また1974年3月末版のBI annual report p.31に政府が新たにNBFI 9社にlicenceを与え、NBFIは合計10社になったという記事がある。1972年頃がNBFIの出発点とみられる（NBFIの名称も与えられている）。
NBFIのB/Sは以下の年次について判明する。いずれも翌年の3月末値であり、Investment タイプと development タイプ別になっている。
